My users can't access my Vercel hosted website in KZ

Can’t access my Vercel hosted website in KZ.
What’s happening?
From last week people around country can’t access to a website without VPN.
Talk to ISP and told me they didn’t block IP address 76.76.21.21

Yes.
Seems like vercel’s websites are blocked in KZ. It sometimes open my vercel hosted website sometimes don’t. Even vercel’s websites like vercel.com and nextjs.org doesnt open.
Now my users can’t access my website in almost all KZ internet providers.
Can you help me with this?
