How can I cancel email address which is registration failed

My account A wants to add another email address B, but it prompts:
An account already exists with this email. Please remove this email from the other account, or delete the other account. Any existing resources you wish to keep must be transferred before the account deletion.

I wanted to register this email address b before, but I needed a phone number because I only have one phone number. The registration failed, but now when adding email address b to account a, it fails. How can I cancel email address b
